Management Speak: 1) Systems requirements allocated to software are controlled to establish a baseline for software engineering and management. 2) Software plans, products, and activities are kept consistent with the system requirements allocated to software.
Translation: 1) List and freeze what is going into the next release. 2) Develop what is on the list.
